3. Introduction/Background:
Sindhuli District is one of the six districts of Janakpur Zone in inner Terai region situated in Central Development Region of Nepal. It is surrounded by Udaypur and Siraha from east, Rautahat, Makawanpur and Kavre from west, Ramechhap and Okhaldhunga from north and Sarlahi, Mahottary and Dhanusha from south. It occupies area of 2491 sq.km. spreading 26055' to 27022' longitude and 85015' to 86025' latitude. It is situated at 168m to 2797m above sea level.
The total population of Sindhuli district according to Census Report 2011 is 296,192 among them female population is 154,069 and male population is 142,123. According to political and administrative division, there are 3 electoral constituencies, 53 village development committees (VDCs) and 1 municipality.
This district is full of historical and archeological places where our brave ancestors were born. Sindhuli Gadhi is popular for Nepalese victory over British Army during Nepal’s unification period. During war, Nepalese commander Bal Bhadra Kunwar defeated the British Army on the command of Kinlok. Due to this Nepalese soldiers, Gurkha, are well known as brave soldiers in the world. The Sindhuli Gadhi (Fort) is only 57km away from Bardibas, Mahottary district of east-west highway.
Sindhuli is known as "Gateway of East", since 1967AD, the goods and other stuffs are carried by vehicle from Lalgadh of Mahottary district to different districts such as Ramechhap, Okhaldhunga, Solukhumbu and Dolakha via Sindhuli serving as trade center. Kamalamai Municipality, the only municipality of district was recognized on 1996AD, however infrastructure development such as transportation, irrigation, drinking water, education, economic, health, social, cultural progress are not up to satisfactory level.
The proposed location for project is 26km far from district headquarter. It is touched by the B.P. Highway which is still under construction. The condition of infrastructure development is still poor. This project is designed with the brief discussion with target community. So this proposal was designed with the discussion on community development, health, education, environment, social, economic factors, identification of its problems and obstacles, arranging the prime problems factors on top.
3.1 Current Situation
In Ratanchura VDC ward no. 1, Khani Nigale has Magar ethnic group's majority. In this community there are 64 households among them 39 households are Magar, 19 household Newar and 6 households are Tamang ethnic group. Total population is 367 with female population 182 and male population 185. The main occupation is agriculture, however due to the lack of cultivable land, there are 56 households who can get crops for 3 months, 7 households could get crops for 6 months and only 1 household get crops for 9 months. Beside agriculture, labor is only occupation for day-to-day living. Due to poor economic condition, they could not send their children to school for education resulting only 21 students (male-13, female-8) who passed SLC level and the literate persons in the village are only 96 (male-63, female-33). Similarly, there are no sanitation awareness as there are only 13 toilet facility among 63 households. Due to lack of awareness, people could not get the facility and service providing by government and other NGOs. So, to enrich the service and facility towards community, this proposal was designed.
3.2 Concept of Project
This phase of project is targeted to the 10 extreme poor household among 64 household from Ratanchura-1, Khani Nigale village. Selection of 10 households are made through door to door survey. The target 10 households will be divide into two groups and encourage them to goat and pig farming. To develop the Khani Nigale village into model village, according to the concept of intensive reformation development, skill development training, income generating training, construction of smokeless stove, toilet for better health will be implement.
4. Problem Analysis
(a) Health Condition
According to the field survey in Khani Nigale village, it is found that only 33% people are literate and only 13 household have toilet facility among 64 households. Lack of smokeless stove, people get suffer from different acute health problems. To get health facilities, people have to travel to the headquarter, Sindhuli. The number of gaining family planning and safe maternal health are very low due to lack of awareness. Similarly, there are many people who lacks regular pregnancy test, nutritional food and maternal facilities. Due to these reason, it is not possible to government to gain the target goal on health. There are many incidents on violence against women as well as women are suffer from uterine prolapse.
(b) Economic Condition
Among 64 households, only 1 household could earn the crops for 9 months, which shows that the community has very poor economic condition. Rest of other are dependent on labour work. Lack of power to use resources and lack of regular income, these people are backward in health and education facility also. People of this village lacks self-decision and employment opportunities. Since, the value of their hard work is very low, they are considered as backward society as they earn under $ 3 per day work.
(c) Social Condition
In the community, the situation of caste and status discrimination is wide spread. Poor people could not participate in social activities which hampers them directly. People are suffering from cast discrimination, religious belief, social discrimination. They are not allowed to participate in social activities actively. They are dominating by high class caste people. Lack of awareness and following the traditional belief blindly resulting their poor life style and limiting them to human right.
5. Project Location and Target Community
This project will support 10 extreme poor and ethnic group households of Ratanchura ward No.1, Khani Nigale of Sindhuli district.
6. Objective
To increase the power of acquiring resource facilities from government and different NGOs to make 10 household families easier to feed from 3 months to whole year by means of goat farming, pig farming, vegetable gardening, providing smokeless stove, toilet, sanitary facilities.
7. Activities
- 5 days of resource achievement training for 15 household members of Ratanchura-1, Khani Nigale village.
- 5 days of animal husbandry training to for 10 household members.
- Construction of toilet and smokeless stoves for 10 household members.
- Distribution of 3 goats and pigs to each household who gained the animal husbandry training.
- Erection of project signage or hording board in the project site for project and donor visibility.

9. Expected Outcomes:
- Regular interaction with local NGOs and receive fund.
- 10 households would able to have food from 3 months to a year through animal husbandry program.
- Toilets and smokeless stove will be constructed for 10 households.
- Toilet facility and smokeless area will be declared.
- Environment of community will be neat and clean.
10. Implementing methods and process:
This project will be implemented by Sindhuli Gadhi Agriculture Cooperative Ltd. in coordination with Lions Club of Sindhuli-Kamalamai, Community Development & Relief Agency-Nepal, District Development Committee local Mother Groups, etc.
10.1 Participation: It aims to participate all the local community and special attention is given to socially and economically backward families, women and ethnic groups. The project will cover mainly 15 households from Nigale Khani ward No.1
10.2 Skill Development: The target community will plays vital role in coordination with local organization for enhancement of local resource and its mobilization. They will participate in different programs in local activities. They will be able to start and successfully complete the project, and enjoy the right of economic transparency, skill development and information sharing.
11. Risk Analysis
In this project the selection of participation may not be easy. Funding also may arise dispute. The participant may not give their time fully. People may seek their right without fulfilling their duty. Due to political instability, the political parties could not make decision in local level.
12. Monitoring and Evaluation
During the project period, monitoring and evaluating the project will conduct effectively. In the monitoring team, there will be representatives from donor organization, local leaders from different political parties, local NGOs, local consumer groups, etc.
- Internal Monitoring
To achieve success in this project, continuous monitoring and supervision will be done by Lions Club.
12.2 External Monitoring
In the participation of local people, the external monitoring will be held. Mainly, with the direct involvement of DDC, Municipality, VDC, and others representatives, the external monitoring will be done for one time.
13. Contact
For the effective implementation of the project activities primary contact person will coordinate regularly with beneficiaries community and Lions Club.. Basically, promoting and utilization of local resources and utmost usage of external resources with the coordination of local community, government and NGO personnel working in local level.
14. Manpower
For the effective conduction of the project, partnering with correspondence, regular contact with donors and organizational development, Sindhuli Gadhi Agriculture Cooperative Ltd., Sindhuli will hire one program trainer. Also organize expert from CDRA Nepal voluntarily to backstopping the project team.
15. Transparency
This project is targeted to the certain community hence it will be comparatively more transparent. However to flow the information to all the concerned people, following points taken in to consideration through this project.
15.1 Public Hearing and Public Auditing
To flow the information among the concerned people who could not gain information through the project activities and report, will be done public auditing so that they could know about the project and raise their concern.
15.2 Establishment of public notice board
To flow the information on the project and its activities among the target community, the notice board will be displayed in public place.
16. Reporting
For the transparency of the project activities, it will develop the systematic order of reporting in level wise and in sequence.
Yearly and project completion report:
The project completion report with its activities will be submitted to the partners’ organization such as Lions Club, Village Development Committee, District Development Committee, Municipality, Ward level public forum, and others parties on interest.
